Pros

You get to work on something new every few weeks, since most projects have a 2-3 month lifespan.

Cons

Becoming too bureaucratic, top management is focused on outsourcing as an objective and not as a means to achieve an end.

Advice to Management

Focus on employee retention. The pressure put on individual teams to outsource is making employees feel like they are not important. The general impression is that outsourcing is the goal, not a tool to achieve a goal. The focus on outsourcing is killing internal growth opportunities for a lot of brilliant people, who have no option but to look outside of the company.
