Company is purely a "use and thru" type, with no favor towards employees working for long term (10+ years).

I worked at Fidelity for 10 years as a contractor. Every year, they gave me assurances to make me a full-time employee.
At the end, it was a big shock to me. During the start of the first pandemic, they asked me to move to my parent company on very short notice, without any sympathy and with no hiring back assurance.
There was no employee concern; the managers were purely political.
At least have some buffer for employees who have served the company for a long term. Layoffs during the pandemic were the worst for employees.
Track employees who are liable to work for the company and retain them.
Don't go solely by managers' words; have colleague feedback.
