The culture is degrading over that time. Technical knowhow might still be there, but people with passion are lacking these days.
Management decisions should be discussed in forums so that people who have to execute also believe in top management's ideas. Otherwise, this gap would lead to a lack of focus.
Management should answer honestly and with humility in forums where hard questions are asked, mostly anonymously. I have seen them joking and skipping many tough questions in such forums.
They need to understand that hard questions will always be anonymous, but they hold a lot of truth.
