GM is really trying to turn itself around and understands the importance of change. Many areas of the company are way understaffed, so visibility to management can be pretty good.
The company's hands are tied on promotions, raises, and bonuses due to federal loans. In hard times (2008-2009), pay cuts and a lack of job security drove away top talent, although early retirement programs cleared some of the dead wood. Almost all are still at the same pay level as 2007. For employees with many years of service, this isn't too bad.
GM, like many older companies, has 30% of its staff doing 70% of the work. You need to incentivize the risk for your high-potential younger employees to stay with the company.
