Promotions are not easy
Good work culture, good food.
Hard coding and hard work will not lead to promotion, even for a basic junior to senior.
Past experience is not considered.
Meeting expectations at work, documenting everything, and good story writing only help for promotion as per the current process.
For a basic L3 to L4 promotion for an engineer, consider at least their past experience and the work they have done, then the documentation. Not all are good document writers.
