Management of the company is now driven by finance and Wall Street. Very little autonomy is given to lower-level management to make decisions.
Give more autonomy back to lower-level management. I know you have to address Wall Street demands, but try to have some respect for individuals and let lower-level management be involved in some decisions directly related to employees.
