Pros

Since they are a monopoly, they are more likely to be in business, and hence your job is less likely to disappear in economically hard times.

Cons

Highly political, highly clannish atmosphere. Engineering competence is necessary to advance, but not sufficient to advance. You have to know the right people in places. The politics is subtle. If you do the right project, you get the exposure and rewards. But you don't get the right projects. They do politics where your projects are allocated.

Advice to Management

The idea of "managers should not be technical" is boomerang on you and is going to be disastrous in the longer run. You need to pour money back into the employees—to their salary increases, their perks, etc. And you need to pay attention to stem the rot caused by extreme politics in the workplace.
