Too much bureaucracy, which stifles innovation in non-chip areas. The company is stuck in the "we're a silicon company" mindset and doesn't understand how to think in areas such as software.
It's nice to have a near monopoly in the PC/laptop market, but the lack of success in mobile shows that you need to innovate beyond your historical competencies. Look beyond silicon and try to find ways to use your resources and influence to penetrate other markets. Software is the key to make your own x86 platform more valuable, so let your software guys be more nimble and work on things besides drivers.
