Highly politics driven. Performance review is not based on your performance at all. Layoffs targeted at people who didn't deserve them; instead, those who are zero asset to the company continue to thrive.
Identify those who actually 'work' compared to those who freeload off others.
Performance reviews should not be made to just meet your quotas.
