People are your greatest asset. Recruiting for the part of the bank I was working at was incredibly difficult, yet there was not a single initiative to retain talented individuals.
When you're spending hundreds of thousands of dollars on recruitment, perhaps paying even at market rate for your engineers could help with keeping them. If a bank can't even compete in compensation, I don't see why engineers would want to work there over a technology company.
