Company culture is a mess.
Leaning too much on a "bottom-up" style causes ICs (individual contributors, i.e., non-managers) to scramble for "impact" with little to no guidance from leadership. This results in a very political atmosphere where all people care about is how their work is going to be reflected in the performance review.
