Lower-level managers and supervisors obsessed with metrics instead of results, especially any metrics which reflect on them. Many would rather make you do something backwards because it looks good on a report.
Big organizations are difficult because how do you assess employee performance without reducing everyone to metrics which can be gamed?
I don't know, but giving employees more freedom to choose an approach will motivate them to come up with novel solutions and outside-the-box thinking.
