It used to have its own technology stack, which is not always overlapping with the rest of the industry. That has changed a lot in recent years. The technology used now converges with the rest of the industry.
Encourage bottom-up innovation through some planning process change. Improve innovation through more open discussion about how to better incorporate it into necessary process change.
