Understaffed means the technology foundation doesn't advance much. Aging technology paradigms aren't getting upgraded, which forces compromised decisions on future direction. Selling an idea requires herculean effort. Arguing and debate are a staple of most meetings.
Make a decision and stick to it. Either invest in the technology you have or commit to replacing it.
