They should collect some more feedback from the ground level and from management on stuff that takes more time on people's daily routines than it should. You could reduce micromanagement and mostly meaningless decision-making time with a few simple guidelines and communication. It's great that people are given a lot of agency and freedom, but how people end up interpreting their responsibilities and agency varies greatly.
