Higher management and product management don't listen to technical people and make decisions that cause major problems. Lower-level people get punished for mistakes that higher management makes, for example, by setting unrealistic goals leading to low/no-bonus if something unexpected happens. The technical career path is very limited regardless of competence. The management track is well catered and rewarded.
