Staff in charge of immigration is not responsible for finding a solution for you if you are not selected for the H1B Lottery.
Other tech companies like Facebook, Snapchat, Twitter, Square, and Shopify offer employment-based green cards if the employee was not selected in the H1B lottery, but sadly PayPal will leave you alone.
Please change and update the immigration policies so that you will not lose good quality employees in the future.
