Management in the technology organization at PayPal is terrible. There is no vision, no strategy, and they flounder constantly on how to make decisions. A bunch of do-nothing bankers have been brought in, and their solution to any problem is the layering of people to insulate them from any accountability.
Clean the house! Fire all the bankers!
