It is difficult to move around as advancement is based on who you know rather than what you know.
Management moves around on a regular basis. The bad part about this is that you have to continuously sell yourself to several layers of management. This will be time-consuming and reduce the time you spend doing real work.
There are too many levels of management. Reduce the number of layers in the IT organization.
