Pros

Low cost of living; OK benefits package.

Cons

Frequent re-orgs. New groups get created every few months, and older ones get merged without any sound reasons. Promotions are rarely based on merit; it depends largely on how much ass-kissing you can do, and to some extent, on your gender. Many bright engineers have left in the last 3-4 years. Many more want to leave but are stuck due to family or other personal reasons. Morale is low.

Advice to Management

Be fair to everyone. Career advancement and benefits should be based on technical talent, not on other talent.
