Nervous and "toestepping" environment: people spend too much time on showing off in front of the management instead of doing real work. Too much of a career focus: your teammates can step on your head if you fall down :)
No advice here at all. Probably, reduce the amount of load for people and adjust the cultural values that are hard to remember.
