I have heard anecdotally that for google you either have 2+ yoe and go for mid level or you get in as a new grad. They dont hire 0-2 yoe
I am also trying to get referrals, and I want to make a reasonable ask when asking for referrals and not roles im totally unqualified for. I can definitely ask the referrer themselves, but I want to make their life as easy as possible to refer me

MS doesn't count as 2 YOE in Big Tech/FAANG. People don't count it at startups either.
I would just apply anyways. The "shot" only counts if you make it to the interview loop.
MS counts for effectively 0 YOE at FAANG unless it's a longer, research-based MS. Most MS (largely just supplemental courses) aren't counted by the top tier companies at all.
For less prestigious companies, MS will get you from SW1 -> SW2. That was the case at PayPal.
Just to put things into context: Rahul had an MS from Stanford and 3 YOE at startups/Pinterest when interviewing in 2017. He got an L3 offer from Google. This is when the economy was good.

I got my MS in CS but with a focus on ML as my area of focus is MLE. I understand for SWE it doesnt count for anything, but curious if that changes for MLE/Data Science

It depends on how big the focus is. My wife got a GTech Master's with a focus on MLE, but it was just a couple extra shallow ML courses so ultimately it wasn't helpful.
If your MS was pure ML, ideally with research, it will certainly help. A lot of MLE roles require a deep MS minimum just to qualify (especially at FAANG).
