Talent is not up to the development challenges.

Projects are late, over budget, and delivery dates are slipping.

There is a terrible engineering process, with requirements often following design decisions, causing inefficiencies and rework.

Documentation release is considered a schedule milestone, leading to poor quality documents.

There is high engineer turnover and low morale problems.

Boondoggle activities should be ceased or reexamined.

Advice to Management

Your company is great at researching new technology and mediocre to poor at producing quality products. I would ditch manufacturing and focus solely on R&D.
