Lack of process
One can be involved in many different topics and is not assigned forever to the same tasks.
That company has not yet understood the importance of the software. If you come from an electrical engineering background, you will be fine. But for someone from a computer science background, you can be disgusted having to deal with such crap code.
Put a real process in place to improve the quality of the deliverables.
