Built-in bureaucracy cropped up in the last few years. Interesting engineering work is limited and being outsourced. Growth is primarily through acquisitions.
Invest some of the gains from outside the US, instead of hiding behind the 35% corporate tax. Cisco has a ton of money which could be effectively used if a product line can be identified.
