Upper management talks and doesn't hold reports accountable to goals, causing employees to harbor mistrust

Pros

Cisco has a very big market cap and plenty of cash on hand. They should be able to weather economic downturns very well.

Cisco provides free drinks, enables telecommuting, and is very flexible on employee scheduling.

Cons

They are removing the free drinks and paid home ISP.

Cisco has lost the great culture that it had in the late 1990's, where all management and employees would do what was right for the customer, eschewing ulterior motives. Their upper management is now so diluted with recent newcomers that old company bad behavior has crept in and trickled down. Directors and VPs are not very trusted by the individual contributors and first-line managers.

Advice to Management

Squash direct reports that act in self-interest. If they don't act for the good of the team and the customers, fire them. Don't reassign the lame no-ops. Remove them from the company and restore our faith.
