Dealing with too many "technically below par" engineers and, even worse, managers who are technically incompetent. Hence, your learning will be limited. If you stick around long enough, you will never get out of this mess because you won't find any outside jobs with the primitive skills you end up learning here at Cisco.
I deal with many business units and groups within Cisco. There are a lot of unproductive people who do not have enough work to do, like the product managers. Most of these product managers will not have their job plates full for a good portion of the year.
This is also true for lots of engineering managers and directors. Essentially, they are misusing public investment with poor money management.
Develop technical competency. This means getting rid of most of the senior management because these managers are not capable of achieving the required technical competency. Hire and train the new blood.
