Too much politics; underqualified personnel were shown favoritism simply because they talked, delegated work, and took credit for someone else's work.
Your middle managers suck big time. They only know how to add/subtract employees irrespective of their performance. They are liars and protect employees under them who give good year-end reviews for them, but throw employees under the bus who are genuine workers and have a growth mindset.
