The office space is divided in a terrible way. You have to either share a small room with at least 6-7 people, or be in some wide open space with a few other teams. Both ways, people can't focus and be productive enough.
Also, the pay is under the market rate. Not surprised they can't attract permanent employees, and 90% of their IT department is of Indian contractors.
Try to change the workspace environment and pay to be more appealing for permanent, long-term employees.
