They don't employ BAs, which places the burden on developers to do the groundwork for figuring out the business ask.
Better interviewing process to bring the right level of candidates in. Maintain the stability of the teams rather than moving people around. This is particularly important for agile teams. Hire BAs to coordinate with the business to create specs that people can work from. Even better, combine this with skilled UX designers for unambiguous results. This is imperative when you are employing foreign developers, which by culture tend to follow the letter exactly. At a team level, maintain a good connection with what is being delivered so that the team feels motivated to achieving the greater goals.
