Large, disorganized project
Software development on a large project. There was plenty of money being put into it. The tools group was good.
Lack of any real organization or focus. Mostly using outdated technologies. The development organization was being led by people with very little development experience. Not likely to turn out well.
Put your best and brightest in charge of development organizations.
Easier said than done, of course.
