Terrible people management. If you are not Indian or Chinese and are in an Indian/Chinese team, you will never be promoted until all other Indians have been promoted. The same applies to bonuses and salary increments.
For example, I have two colleagues on my team: one is Indian, and the other is not. The non-Indian colleague was told by his Indian manager that he was good enough to be promoted to the next level, but due to budget limits, no one in the team could be promoted this year. However, after one month, we found that the other Indian colleague, who was on the same team and managed by the same manager, was promoted without any given reason, which is quite unfair.
