I don't think there was much cohesive strategy or thought behind the decisions that were made.
They spent several billion acquiring companies to make up Watson Health, then seemingly pivoted and spent $34B on Red Hat, and never did any follow-through with the Watson Health stuff, eventually running it into obscurity.
