It's a great place to start in IT. IBM has a huge amount of online courses to learn about different technologies.
The atmosphere used to be very good. Then unionism was established and a lot of politics emerged as part of the job. Nevertheless, it's a stable company with good possibilities of participating in interesting projects.
Salaries are not good compared to other technology companies. The starting salary depends on the candidate's negotiation skills, and what is lacking is a policy for inflation adjustments, which is very problematic in countries like Argentina, where a salary depreciates rapidly (almost 50% in a year).
