This place needs a rehaul of people. Give managers some training on culture and values.
For example, when I told my manager that I was taking my wife to the hospital, he would say, "My wife would go alone to the doctor for checkups."
Treat manager complaints and address them instead of ignoring them and giving them promotions.
P.S. Teach managers to treat people as people, not resources. They badly need soft skills managerial training.
