The interview process is not streamlined, the bar is not consistent, and it depends on the team interviewing.
Be very diligent in hiring new engineers from outside. Be extremely cautious in opening new requisitions; I have seen managers opening reqs just to increase headcount under them. Set a consistent bar for interviews and internal promotions. Right now, this is very biased towards the team that is hiring or promoting.
