Management style: very bad in promoting internally. There is a long queue to get promoted.
Wrong, outdated policy: If they want to hire an employee, they can't, because they have policies of not promoting anyone from outside. On the other hand, they can't pay the person enough unless they promote the person. It's a Catch-22 situation.
How would they attract, hire, or rehire talent?
