Performance cycles are rewarding the wrong objectives, and the organization is a mess. It needs a lot of restructuring before being efficient again. Manager growth, in particular, is rewarding the wrong thing and ends up in a deep hierarchy over time.
Remove a lot of the mid-level (director) leadership and slim down the reporting chain. Remove PSC and find another way to reward and promote your ICs.
