The force-review process means that you work there until you get a 5 (lowest review). Then, they "eliminate your position" and backfill by promoting a lower-level employee. They then backfill that position by hiring a new graduate. This abusive system keeps the workforce young.

Advice to Management

Treat employees like people, not like furniture.
