Everything is passed to the IC in the name of ownership. Management is always busy saving themselves and blaming fellow colleagues or subordinates in the name of flat culture.
Even you cannot raise anonymous complaints. If you do, they will put you in front of the person.
If you think about talking with HR about the system, instead of trying to fix it, they will ask you to focus on the work or say common things like you are new to the system and need time to blend into the process.
