Bad management/leadership, especially after 2023. Old technologies for tech people. Some are promoted to management just because they stayed longer, with really bad management skills. This is especially true for the low pay compared to similar roles outside.
Improve pay, take leadership feedback seriously every year, focus on employees, improve technology stack, and focus on promoting existing employees rather than hiring expensive, inexperienced external hires when deserved.
