Management hires the lowest level, least experienced people who don't know how to do their job. I often have to help people do their job, even though it is outside my job description. When costly mistakes are made by the inexperienced people they hired, management will blame "lack of processes and procedures."
Better to spend a little more money and hire people who know what they are doing.
