The layoffs this year shuttered employee trust in management, and the newly introduced focus on KPIs is not a great way to incentivize smart people. More information, trust, and sharing of plans about strategy and direction would allow the smart folks to optimize on the ground and on the fly for the objective to be achieved.
If speed of execution is a concern, then micromanagement / artificial KPIs will not fix it for the smart people you have employed. It is better to re-allow mistakes, create better rewards for trying things, and allow some departments to cut dependencies in order to run faster.
