Lack of focus on the developer environment and too much focus on a common environment for all.
In some areas, outsourcing developers is the rule.
Cut the red tape for developers. It is too hard to learn new techniques and software practices during work hours because the common desktop prevents software found from trusted partners from being installed without elevated access rights. I'm sorry, but your internal training doesn't have all the answers and is too slow to adopt new ones.
