Planning and coordination across teams are very hard in such a large organization. You may experience a lot of sub-optimal local decisions that conflict with the overall set of goals of the organization.
Avoid changing critical goals every semester. Most of the hard and large changes take a few semesters to get the results through. Changing them can deviate engineering focus and attention to the last mile where you actually realize the objective.
