Manager driven - If your manager does not like you, progress can be very difficult.
Missing HR - HR has no role to play whatsoever with your work, employee relations, etc.
Appraisals - Appraisals are meaningless as they do not decide your promotions, hike, etc. That is all decided by your manager.
Make an individual's progress less dependent on the manager.
Take appraisals seriously.
