I applied online, and a recruiter scheduled a phone interview.

The first question was: "Do you have a green card or are you a US citizen?"

I was not. She then said, "OK, bye." I did not understand.

She could have asked me this via email before scheduling my time.

This was a worst and unethical experience. What a waste of my time applying online.
